Shredder's Revenge is my GOTY, it's fantastic! I wouldn't say it's better than TMNT 4 for SNES because it gets repetitive and is too long, but with 6 players, it's a blast.
Seriously, Kirby and the Forgotten Land is the best Kirby game ever made (he works so well in 3D), so I know you'll really love it.
I think it IS harder co-op because the two characters have to stay on the same screen, so you really have to work good together and not waste time. I was shocked to find out how long the game was! I assumed it was about 8 levels long, but nope, 55!
Yeah, it's surprisingly unique despite being an almost 30-year-old game. The humor is incredibly on-point. We have so many serious monster games that it's good to have something silly like this, and maybe some day we'll get a modern spiritual successor.

After having played TMNT 4 Arcade, I can safely say that the SNES version IS better. Not only because they added the extra level and bosses, but the combat is more precise--it feels like the turtles are flailing in their attacks in the arcade version. That's what I think.
I also grew up playing TMNT II on GB, which I really love. Sure, it's a very slow game, but it's still fun. I especially love the music, Konami games in the 90s never disappointed in the music department. I recently beat TMNT III Rad Rescue, and really enjoyed it, despite how confusing the map could be and the cheap enemies. I never could have beaten it without that handy rewind feature.
LOL that might actually work. Pac-man's enemies are ghosts, after all...
