There were many of these on-rails shooters on this Taito Collection, all about hostages and terrorists and stuff. What the heck was going on in the eighties?

It should be a TV show. I can even hear the opening song, "We're the Ninja Kids" sung to the tune that Bungie used for their podcast, "We're the Bungie Kids". I forget which TV show they lifted the tune from, but maybe Marty O'Donnel came up with it.
